Create SMTP Sending Script with small admin tool.

We need a web app in PHP and mySQL that will allow our users to send emails to their email lists. Purpose is to bulk send emails via an SMTP service. The workflow is like 1. Able to import an excel of Names , Email Addresses. Excel to import will have 2 columns . 2. Able to create a html email via a WYSIWYG editor (use a free one) with useable tags such as [Name] and [Email] which can be used in email body. 3. Able to send out the email created to each email in the list imported individually via an SMTP service. Details are in attached PDF, in order to access the file please use the pwd as 'bangbang' for readonly access. That will give you access to the wireframe.
