Custom client VPN Application for Windows

Looking for experienced Windows Software to develop a Client VPN software that includes OpenVPN (tcp&udp), SSTP & L2TP protocols. Application must be written on C++, C# or QT languages. Must have a local cache of server list and grab new server list if there new VPN server list updated. Need all username and password encrypted in app (not in local file). Full Requirement : 1.
