Build a custom forum

Hi! Looking for someone to make my idea of a Virtual Reality forum come to life. I will design the whole forum with all logos and everything else myself in photohop as Im a graphic designer myself. And I would like help to make my design into a functional forum website. I have no experience regarding website development so excuse any ignorance in my writing. I would like a custom level progression system for all users. Like a progression bar that fills up after a certain amount of posts which makes users level up. Users should have colored usernames depending of their rank, again I will choose colors and all design elements. I would like a CMS where I as admin can remove posts, ban etc etc Basically all typical functions a forum admin usually has. So all in all, a Virtual Reality forum where I will design everything and layout. Should have all normal and most common functions other normal forums posess like recent posts, topics, hot topics, log in, sing up etc I will be able Im interested in seeing how much it would cost to make this happen.
