CS-Cart Multivendor Setup + Ongoing

Looking for a CS-Cart Developer / hacker / solution finder, preferablly from Ukraine or Romania with good CS-Cart knowledge for setting up a the site and configuration for a CS-Cart Multivendor Startup and after this ongoing project for development and maintenance. We dont afford costlly develpoment, so we are open to work with freelancers or agencies who can offer competitive prices for development. The thing is the project will be ongoing. So we are looking for a long term collboration. The features from attached document is orientative and some features would require disscusion and after that find the best solution from several perspective as functionality, times and cost for develpment. In the document I explain also how the things should work not only the features. In the next step we will discuss things and developer will sugest solution from his perspective. We would appreciatte a developer who is not afraid and like to sugest ideas. Good level of english and easy comunicator is appreciatted.
