Content Management System (CMS) in PHP

I want a CMS written in PHP, which comprises the following features: - Login feature - Database. I will indicate the fields of the database. - Payment options: credit card, PayPal. - Part of the content visible to everybody; part of the content visible only if logged-in, and part of the content visible if logged-in and granted acceptance by other user. - Search feature in the database, filtering results by criteria. - Text & Video chat between users, in certain conditions. Check for forbidden words and reporting needed. - The interface should be in a few different languages (English, Kirilic, Asian) and database should support text in these languages (inlcuding 2-bytes chars). The CMS should be integrated into the site designed by my team, so either I send you the html or you advise how to integrate it. After implementation, fine adjustments may be needed, so I need assistance after delivery too. As budget is an issue, developers who already created such CMSs in the past are most welcome. In such a case, there's no need to write it from scratch, just re-use many parts of the CMS that you already have at hand.
