I only speak English. If it needs to be translated to any other language, I can make the plugin translateable but the translated text would have to be provided by someone else. If given the translations of phrases used in the plugin in a specific language, I can apply those translated phrases to the plugin and translate it to that language. I feel I can handle the technical aspect of making this a plugin. I'm not a designer so I can't make it a professional full website. I could make it a basic website, though.
