I need a programmer to build a search tool.

There are government websites some with their own search functions like [login to view URL] and others that have publicly available information for government programs run by different agencies (sometimes the military, sometime DARPA, or ARPA-E for example). We want to build a tool that we can have search these websites for recent announcements concerning a specific list of keywords, like " machine learning, data, low power" or "advanced manufacturing, low weight, metals" etc. and have the search tool return hits to these parameters. Ideally, this tool would automatically run several times a day so we could be notified automatically (via email for example) when something new is released by any of these agencies and send a link to the page so we can review it.
