Purchase order web application

We have an access database that we use for our purchase orders. Its fairly simple. I want to create a website that will allow users on our network to do all the things our current database can do plus add several features to improve the effectiveness of the database. I want to find someone who can work on this and add features on an ongoing basis. For starters I want to know what language you would like to write this in and a very simple front end. If there are several good applicants I will accept multiple bids so I can see what ideas people come up with. I want to start with a small portion of the overall project so I can see how it goes. If the work and communication is good I will start an hourly project and work with you to get to the final result. For this project I only want you to bid on the description below. We have a windows sever 2016 running sql 2016. I want you to create a simple database and web front end. The sql with have a database called “PO”, and a table called “Vendor_tbl”. The vendor table will have Company Name, address, phone, website email, sales person, and note fields. The web page will have a welcome screen (nothing too fancy) with an option to view all the vendors, or search the vendors. The search will be smart and look in all fields and be able to do combinations of fields like their name, the sales person’s name, or things that are in the notes field it will return all results. When viewing a vendor there should be an option to edit the vendor. I want things to be as streamlined as possible. So possibly something with 3 panes. The left pane would have the search terms, the middle pane would have all the results, and the right pane would have the vendor info you have clicked on. I am very open to how you design it, but it much be very user friendly and not lots of clicks to get what you need. Obviously this is part of a much larger project, but like I said I want to have a sample of your work so I can see how we will work together.
