New code to existing HA indicator. Add a line to control when alerts go off

Heiken Ashi arrows (HA) gives an alert every time the color changes. I want a normal HA alert but only after it has passed a line. I want to be able to add the indicator to the chart and it will draw a line on the screen. I need to be able to move the line on the chart to anywhere I need to. So I can select which direction I want the alerts once price has touched the line and the HA bar on which ever time frame I have chosen has closed. I have the HA indicator MQL file I can give further details once job has been accepted.
