SMPTE Time Code Generator - Mobile and Desktop

Write an app that will generate and read SMPTE time code and support all the standard frame timings of 24/25/29.97/30. At the core the base library should be useable by Windows, Mac, iPhone, Android and Windows 10 phone. The completed product would be multiple programs that run on Windows 7 or better, Mac, iPhone, Android and Windows 10 phone. For the mobile apps, Xamarin should be used. The application should have two "tabs" or "screens" on is for reading SMPTE, the other is for generating and playing SMPTE. The Reading "tab" or "sceen" need the actual time code that it is reading, and probably a button that says "Start" then changes to "Stop". The time code format is HH:MM:[login to view URL] The Generate "tab" or "screen" needs a similar time code display HH:MM:[login to view URL] but it is editable to set the time that needs to be started to generate. In addition, the user should be able to select what format: 24/25/29.97/30 Then a "Play" and "Stop" button. The output and input audio is from the device the software is running on.
