Geocoding web service with MANIFOLD GIS

In office Geocoding web service with MANIFOLD GIS MS SQL SERVER stored procedure or ext function that call a internal geocoding web service The enviroment: OS windows 7 SQL SERVER 2008/2012 spatial 10 pc officewide 1g lan network Manifold Gis universal 8 RUNTIME for server Manifold Gis enterprise+geocoding only for developing MS MapPoint 2013 EU for streets DB NAVTEQ navstreets year 2005 italy as old streets db I want to make a web service because no map display/showing is involved i don't know what's the fastest way to do that The task: I have 5-7 people working in office.... they input data with an application based on SQL SERVER they ask by telephone the complete address to every customer then with this address they Query a server on a office network, the server make a geocoding of the address and then with the resulting -lat,lon- it make a spatial intersect with about 700 territories (like administrative boundaries) saved on a MS SQL Server 2008/2012 as spatial entity to find in what territory fall the address. if geocoding match return an answer with (Quality of Geocoding, Latitude, Longitude, Territory ID) that we store in a table if not match at all return a NOTFOUND that we store in a table if geocoding return an ambiguos result, it show a list of candidate where i have to choose one then remake the query. resuming the operator call a stored procedure or function within a sql server application input the address (street type, street name, street number, zip, city, (province), country) hit a key the answer is (quality of result,(if notfound LIST of CANDIDATE), lat, lon, territory id)
