Create a graphic 3D animation using simple geometry - See attached reference

We are looking to get a 3D graphic created that animates in a 2 second loop. We will be using it as a GIF in an e-mail invitation so the final gif will need to be under 1.5mb. We would also like the final product supplied as a video and series of stills. Please see the attached reference image of what we want to create, essentially we want to create something very similar, with the same mood and colour palette but possibly a bit lighter. We may need to refine the colour once the graphic has been created. We want the graphic to animate as if it's grass blowing in the wind, the animation will need to loop so that you don't notice a jerky movement when it replays. The concept is that it is an abstract representation of wool thread/fibres. We will need it turned around very quickly (1 - 2 days tops). Happy to discuss this if this timeline is unrealistic.
