eCommerce Website (layout ready)

I have designed screens for an eCommerce site, however, I recently lost my programmer. The site needs to be at least bi-lingual and I prefer it if it could be based on OsCommerce. The site will be in Brazilian Portuguese and English, however, the back end only needs to be in English. I also need to have a classified ad (customers have an option to either pay or get a limited ad for free) section of the site and would like to have an email marketing ap in the back end with at least 5 templates. The emails should be self creating by choosing products and inserting text in the template. The following payment options need to be integrated: Paypal, MercadoPago, Cielo, PagSeguro, Pagamento Digital, bank deposit and COD (pickup only). Our shipping methods are Correios (Brazilian version of USPS) and transporters (prices added using a weight/price table. The weight must be based on the actual weight and volume weight. I want to be able to have discount coupons, special offers, customer groups (wholesale, retail, etc.) and much more. I am including screenshots of the layout that I want to use.
