transform jpg to responsive html

We need to cut this image to make a responsive home page with bootstrap for our little charity project. I will be the one who will put the code into this template. I’m too busy to make it and that’s why I need your help. You will use the same font and colors, and to make the template compatible with all browsers and type of screens. Full width is 1200px. Blocks will be separated with comments so it will be easy for me to put my scripts to make it dynamic. Details : 1) Menu : the menu can be open with submenu when there’s the mark. 2) map block : - We will need to make the French map showing rollovers like in the example. - Dropdowns will contain lists of data, but with this exactly same design. 3) line with double blocks : in this example the 2 blocks are 50% of the screen for large screens. 4) Line with one block full line BUT with 1 advertisement. The block is 66% of the line + the ad. There’s a left/right scrolling when click on arrows or on the large points under the 3 elements. 5/ Line with 3 blocks : 33% for each of them. 6/ Footer like usual This is quite an easy and common job. The only specific point is the map (see 2/ above ) You will give us sources for a fixed template with htlm5 + CSS and this template will be responsive with bootstrap.
