windows application for sales monitoring via camera and microphone

the project is for a company with 35 branches , they want to monitor visually and record the dialogue between the cashier and the client , 1-the camera and the microphone shall be connected to point of sale " windows platform " 2- most sites have high speed internet via fiber internet ,other sites have intra-net with limited speed 4mbps 3- data should be stored to a server "windows platform" on Head Quarter 4-application should not be minimized or switch off ,and auto start with windows 5- application on sales points should have these specs a- noise reduction filter although gun microphone is to be used , b- high video compression to minimize bandwidth c- divide the recording into 3 to 5 min to ease the transfer 6- ability to playback from server using web access 7- automatic data deletion after adjustable periods 8- ability to select time periods and download it separately for follow up 9- we own the source code and license 10 - programming scripts should be documented ,
