Image resizing MFC C++ Visual Studio 6

I am looking for a small C++ function that takes a JPG file and resizes it as follows: Parameters: (OriginFileName, TargetFileName, NewW, NewH, CanvasW, CanvasH) The function creates a new JPG file with a canvas size (white) of CanvasW x CanvasH and the image centered and resized to NewW x NewH. The new image must retain the aspect ratio and quality of the image. This will be used to downsize images. This must be written and compiled in C++ (Visual Studio 6). You can use GDIPlus. The project is complete only after it is fully functional and compiled on my PC. Thank you.
