Application to print a document a limited number of times

I need a simple PC application for my client who runs a debt collection business. They want to be able to offer their clients an application that allows them to print off a "first notice" for collecting a debt. This would be a standard letter with my client's letterhead, which allows their client to enter several parameters to include in the document, such as the amount oweing, the debtor's name and address etc... This needs to limit the number of times their client can print the document, so that they do not have inlimited use of the document. The idea behind this would be that my client (the debt collector) could offer a CD for their clients to install, which would allow them to try collecting the debt for themselves by sending off letters that look like they have come from my client. If they are successful, no problem, but if they still can't collect the debt, they would engage the services of my cleint for a cost. The software must me written in such a way that it cannot be fooled by uninstalling it and then reinstalling it to get further use of it. It should also be written in such a way that the end user may enter a key which has been issued by my client, that will extend the number of prints by a given amount. This will also require a simple application to be created for my client to use for the generation of these keys. The application must be written in such a way that if my client wants to change the template for the document, they are able to change it without having to recompile the application and still be able to redistribute it. It must also be written such that the end user cannot change the template themselves. It is preferable that this be written using VB.NET or C#. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done, as well as a packaged setup program in order to redistribute the application. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. and Australian Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform PC - windows
