Create log files for external microswitch

A microswitch is connected to a part of an engine.? As the engine throttle moves up the switch turns on, and as it moves back the switch turns off. Create an application which measures the signal through a COM port connected to that switch. Create a daily log file (csv or txt - does not matter) which appends the times each day the switch turned on and off.? Please specify whether you will use polling or event driven logic, which pins/ports you will be looking for input on, and whether you will use voltage from the PC to power the circuit or whether we will need to power the circuit using an external source.
