Template wanted for Photo / Product Gallery

We require a template to be developed which is smart and simple to use. The preference is for a stand-alone exe file which the user can install and use on their computer. The objective of this new product is to create an application which can be used as a photo gallery or product brochure or product catalogue where the user can select an image to use, type in a description and product code, price etc. The images will not be of a standard size therefore this needs to be taken into consideration when designing. The design needs to be flexible enough that each page looks professional whether it has one product is 20 products on it. This can be driven by a menu structure to allow the user to select a layout. A key feature of the exe file is that it allows the the user to output the finished product catalogue/brochure / photo gallery with text descriptions to a highly compressed PDF file which does not sacrifice image quality. The provider must provide a delivery date for this application when placing the bid. TO clarify, if the development time is 3 days but the lapsed time goes to 5 days, then the delivery date cannot be 3 days. There is the possibility of ongoing contractual work dependent on the quality of workmanship delivered in this project. Although, the small project budget has been selected, the desired range is in the lower half of this budget range. please provide a basic design outline of this application in your bid.
