I developed a C# console app this month that syncs the files from an AWS S3 bucket with a database table that indexes the files. From your description I think this app is almost perfect for your needs, the console app currently provides the following... 1. Compares collection of files with database table inserting any differences. 2. Compare the database with the collection and deletes any records of files removed from the repository. 3. Deduplication routine ensures the integrity of the database table. The console app is currently run five times daily using task scheduler, but could equally be compiled into a windows service.

From your project description, what I assuming that you have application whose data is store in GPSDATA db and you want the same replica of data in another database which is located on same server.
