Experienced Guest Blogger for ongoing work

I am looking for an experienced guest blogger. However I do not want someone who can just write guest posts. I need someone who knows how to find quality sites and blogs that will accept guest posts and then approach these blogs with a proposed topic for a guest post that they will write and get published on the blog or website. This will be ongoing work and for the right candidate I will have a LOT of work. I'm ideally looking for someone who has been doing guest posting for at least a year or more and already has a network of contacts that they can easily and quickly reach out to for guest posting opportunities.
