Extrapolation Tool - Data Scraping and Program Building

Hi. I am looking for an expert programmer to make a tool for me. They must be an expert in the following areas; - Data Scraping and Extraction - Mathematics (especially in the fields of Extrapolation) - Understanding of betting, mathematics behind betting. You must be an expert in Data Scraping, and being able to construct programs, this is a very advanced tool and will only be able to be completed if you're an expert in data scraping and extracting, and program building. Please only bid if you're capable of completing this porject and an expert in these fields.
