Update Web Service to include MIME attachment in XML SOAP string

Hello, In order you could insert the attachment along the SOAP Request you could utilize the SAAJ Client library, in case your web service client written in C#. It is for Java code basically, but with a little modification you could use it for C#. So, let me review your .NET code for my modification. Then, it would be a very quick solution.
