As I understand from the project description you are looking for a hardware engineer who would be capable of designing a circuit for controlling the speed of a motor based on decrease/increase of ambient temperature. I messed around with the task and it can be solved pretty neatly with a simple 555 timer, an output transistor which turns on/off the fan and of course a temperature sensor - PT100 in your particular case. i have handled pt100 temp sensors. pt100 after signal conditioning will develop necessary dc voltage which then will be converted in to an appropriate power signal to drive motor. motor type,power ,operating voltage need to be provided. hope i can help you in this project. Regards

We can use an opamp to increase voltaje acording temperature and a transistor BJT to drive the motor
