67061 Flash or GIF Animation

I need a small animation but not sure if it would be easier (cheaper) to do it as a GIF or Flash. It needs to show the assembly of picture (frame, picture, religious scripture) and giving it from one person to another. It needs to be cartoonish as apposed to realistic. Attached is a quick draft of the first few "scenes" of the animation that my client did in PowerPoint. We'd only need to add... a. a wooden frame "flying in" around the outside. b. perhaps a more "realistic" matte color. c. final, assembled object, then to spin into a "shrink wrapped package". d. shrink wrapped package then to be placed inside a "gift bag". e. gift back then being handed from one person (female?) to another (female?) at a front door setting. Cost is definitely a factor as it is for a non-profit religious organization. I have a large graphic library so if you need certain graphic elements (ie. picture frame) and it would keep the cost down just let me know. I, of course, would supply the picture and scripture. As for size I'm not sure yet but probably around 300x300.
