Create navigation menu for single page

I have a static HTML page, used simply as a navigation redirection from within a software package. I simply need a bottom navigation menu, similar to OS X dock. The html page changes per customer group, the dock and images will be replaced to suit. Some have 3 icons, some have 5 So clear and easy notes in the file to show how to change files and point to hyperlinks (all hyperlinks open in new window _blank) Colour changes need to apply through CSS.
