Build a Website Purchasing with user management, multi-company, dynamic forms and search

We are interested in building a portal in order to manage public sector CFTs ( call for tender) This is required for small institutions but with multiple locations. There is not an eProcurement with a full cycle, but rather an interface through which to present economic operators the acquisition documentation, in first phase no need to register the operators to bid. The portal should be built as follows: 1. Open Source Technology Drupal/Liferay or similar (with multi-language RO / EN), preferably a framework with no licence fees 2. Ability to display a list of acquisitions (procedures); 3. Each procurement procedure will have one or more attachments (files can reach up to 300-500 Mb / file) and a description stored on disk; 4. Filter by branches (Central, Branch 1, Branch 2 ); 5. Filter by type procedures: work, services, products; 6. Filter by state procedure: in progress, closed; 7. Archive procedures by year; 8.
