Shipping calculator required

We want to install a shipping calculator. This calculator will work like this. We have a set of postcodes that we want to use to calculate shipping. these post codes consist of 3 different regions Less than 25km from the CBD $25 more than 25 km to 40km from the CBD $30 more than 40 Km to 50KM from the CBD $40 I can provide all the postcodes necessary all other postcodes entered not within our list will make a pop up page with A shipping quote request page. so what we will do is organize the list of postcodes you would need. other functions needed are: for certain products we would like to allocate free shipping allow for shipping discounts or free shipping on a the amount purchased for example $1000+ make an exemption on selected products. Meaning if some products have very low margins or a free delivery rate is not possible we should be able to set that If you can get back to me about the above with How much it will cost?
