Only High quality links from blog commenting and page rank should be PR4+ and Page Rank is for page that has the backlink - not any other page on the site. You have to get this link from blog commenting and no spammy or other black hat techniques. You have to do link building for one website and 3 to 4 keywords. One link per domain will be counted so 500 links must come from 500 different domains. Contain one of the Keyword Phrases.
