Virtual Printer - TIFF or PS or PDF output

I'm looking for a virtual printer program (for windows) which when installed will appear as a standard printer - The printer should save in any format locally and post the result tiff/pdf/ps to a remote URL - that's it. I hear PS is built-in by Microsoft. I am not looking for pdfcreators as the printer would appear on their name. Since our users are not technical - they cannot follow any steps on how to configure this. It should be an installer. I have few programs for $900 - wanted to check if we can get it done for lesser costs.
