How to run command when cpu and ram idle using ubuntu 20

This is very simple task. I will give you script and README doc about how to set this up. The script can work based on cpu and RAM threshold as configured and cron can be set to check this periodically and execute X script. I have Ubuntu 20.04 with me and I can test out and send screenshot along with documentation as well. I ask for 2 days for any doubts
