We need an android app that could get information using the telephony API : Get the signal strength, cell info neightbour info and more details available from telephony api and also get this information when occures a cell/signal/coverage change or a call starts/stops and save it in a local file the app must run in background , when running it must appear in the upper bar with an icon, when chosen we could see last part of the file.

Hi, I conclude your requirement into 3 things: 1. using api to extract basic info; 2. running in the background; 3. indicator at the notification bar. 1st is simple, just use api; I've done many background service coding so 2nd is not hard; I've also done the notification bar tweaking, though havent tried displaying rich content there. It should be fun though. Let's talk about more details using PM if you interested.
