iPad / iPhone UI for basis data capture

We are looking for a developer who can work with us on a basic iPad / iPhone application that : a) reads a set of flat files that reside on the device b) interprets the data in the flat files c) presents this in a UI d) allows the user to interact with the UI e) saves the data entered in the UI back to a flat file on the device. The UI consists of a header section : - name, employee id, date, other (free format txt). Retrieved from Header file Details Section (retrieved from Details file) - Series of 'Assessment Items' each that can be 'graded from 1-5' and each that has a multi-select technical markers and a multi-select non-technical markers.
