Hello, my name is Nelson and I'm an experienced Android developer. I know you say so in the title, but I strongly recommend using a native solution for this app. You see, the web technology is fine for a small and very focused niche application. But in terms of performance there's no way to beat the native experience. I know there are good framworks these days like ionic and meteorJS that do a very nice job, I've been toying with meteorjs myself, but I have yet to see a web app perform as good as a native one. The thing becomes even trickier when there's the need to incorporate several advanced features like you're proposing. That being said, you don't specify a platform for this app, but based on your framework choice I figure you're probably willing to target at least both iOS and Android. I'm not very experienced with iOS, although I did make some apps, it never reached the point of being something commercial, or "releasable". But I have lots of experience with Android. I also work closely with another developer partner that specializes in iOS. So I guess we could discuss the specific details about this project and come up with a more detailed budget.
