I need an Android app I would like designed and built. I need to know the location of phones within closed areas where GPS doesn't work. I don't want to use any hardware attachment to the phone so phones standard utilities should work. A signal / beacon/ antenna system can be mounted inside the area. The app in the phone should tell where it is within1 meter range.

Hi. I have some doubts about this project. You want to have a High Accuracy Location without using GPS. The only way I know to do it is using Beacon, but you can only use Beacon on a fixed places. What you want to use this application for location on a fixed Place where will be locate the beacons ? Can we talk more about this ?

I have developed and have been maintaining a tracking app for the company I have been working in, FastOx. I have been working there since August 2014.
