Advertising -Impressions/Clicks/Referal System-

No hosting or domain needed. I am looking to create a website most likely PHP/HTML/MySQL based. I want an advertising system, for advertising like Google, -Showing Impressions + Clicks. I'd also like to have an Affiliate section so that someone gets 10% back (10% customer changable) Two main sections to the site. Businesses - Websites looking to give us adverts to spread. Advertisers - People with websites willing to display our ad's The businesses need to be able to sign up, and choose various options on their adverts. Impressions would be Free, but something to show how many impressions there have been. Clicks, they choose how much to pay per click. Budjets, So they choose how much to have spent each day, and how many days etc. If referal, then they pick how much % they get. They simply send money in via PayPal. Advertisers can choose which ads they wish to display, if not an ALL button. They get shown how much money they get out of each click / referal Request Payout Option, (done manually via paypal) Minimum ammount required. (Editable) I am not familiar with PHP. However I am aware of how to use some HTML, therefor would like the website to be easily changed by HTML. I'm familiar with MySQL databases so can edit any data stored in them. An admin account so that I can edit both sections and all accounts. Minimalistic theme/design. Any additional features that can be added that sound usful would be nice.
