Little Skill Games Site With Secured Post of Points

Hi there i would like to make a Little (not too many games) Skill sites with Solitaire Style Games (1 or 2) Solitaire normal and Freecell (if possible). It Must be Secured (People Cant change game results) and it must connect to a MySQL database securely. It will be Cash Games and i would like to be the more secured possible on this. An example is the [login to view URL] Site. Of course i am saying LITLE not as big as [login to view URL], It will only process like 2 Solitaire Games. I want to manage only "vs" games, not tournament games by the moment. The Games must be "pre-done" it means the 2 people playing the game will play "the same" game. (Most chance to do the same skill level for all), if we change the game everytime someone join then someone can get stuck in first cards and someone not, so it must be "The Same Game For All 2 Players" Also i would like to have an Admin feature that will change the "site percent" that will be retained on the games and "Referal" accounts. Well i think that is much. I was thinking in a Little Site. I need the php code and the java/flash/shockwave game. I need the php to be easy to modify cause i want to Do all Site graphics and placement of this site. P.D. SkillJam Uses a ".cab" secured with Flash games inside, So people can't Download the game and decompile it. I want something like that there are too many hackers our there that want easy money.
