Raffle Based Membership Website

I am looking for a website that will do the following: Allow me to place a product of my choosing as a weekly prize. Members will view a website daily to earn a entry into the raffle for that prize/product. The website shall randomly select an entry on a certain date and time. I should be able to place an image of the previous weeks winner on the homepage, along with the current weekly prize to be won. Registration shall be free. The member shall login, and view a website for 25 seconds. Upon viewing that website, the website shall notify they account was credited a raffle entry, to play daily for more entries. Users are allowed 1 entry per day. The members should be able to login to their accounts and view their entries. To register, we need their name, address and photo image. The site should also have an "advertisers" link up to allow others to contact me about having their website shown. I DO NOT have a lot to work with here. If you are chosen, you will likely earn much more on additions. I wish to add a way for users to complete free offers and earn additional entries. We will also be adding a facebook app for the website. All in all, the site is only a few pages deep.
