Convert (format) .txt file to Fixed Format file for ACH transfers

Need program to convert accounts payable .txt file to Fixed Format (fixed-length ASCII file without column headings) to upload weekly ACH transactions to bank. The converter must be able to be re-used on weekly or even daily basis. The .txt file contains receiving bank name, routing number, account number, recipient's name, date, dollar amount. A sample .txt input file is attached. This is an example of what needs to be converted to Fixed Format. It contains the maximum number of fields (column headings) that my accounting software will provide. Also attached are the ACH Transfer Import File Specifications. The Specification may require data that probably will not be found in the .txt file. I can assist with what to map or hard code in these records once you tell me what type of data is needed to complete these fields. Also, I won't be in the office until Feb 27th - please be patient with my response and participation. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). 4) Testing and validation will be performed with fictitious account information. Final validation test will be performed discreetly by requestor and considered acceptable if received by banking institution error free. ## Platform Windows XP or 2000
