Authentication and Authorization through VB.net

Hello - I am in need of a VB.net program that can read a csv file that has authorization levels for users to view, perform functions on various modules and display check boxes for that user in the form confirming to their authorization roles for the corresponding modules. So basically the csv file will have a table with users vs modules having values 1 or 0 indicated the access present or absent for that user for the corresponding module. When the user has access the VB forms will have check box checked and not checked when having no access. This is one of the scenarios. The second scenario would allow an admin user (fixed user 5) from the csv file to be able to make changes to the authorization roles on logging in. The changes are affected by checking or unchecking the check boxes corresponding to the user and the modules. The new state of the authorization roles will be saved back to the csv file. Next time a user logs in , this affect should take place. Basically global flags needs to be exported for that user (client) and based on those flags I will set the permissions on some command buttons and text boxes etc The login forms need to authenticate against csv file for username and password. There should also be a login time of the last time user logged in. If the user enters password 3 times incorrectly, a flag in the user table with column MAX_NUMBER_PASSWD_ATTMPT should be set to 3. Next time user logs in his account should be locked. An Admin user 4 needs to have ability to change his password/unlock it and reset the MAX_NUMBER_PASSWD_ATTMPT to 0. Thank you.
