Create a Image Host WordPress theme

My budget is 1000$ The site needs to look and function exactly as I say. The site is based off of [login to view URL] I will provide all images needed. It has to be in a WordPress theme in a .zip format that I can easily upload. The code has to have comments about what each thing does. Colors used: Light grey used for logos and text: #C4C4C4 Background: #292929 Header color: #232323 The home page will look like this, [login to view URL] . When you click the logo, it will bring you to the home page. The images on the homepage will be sorted by most viewed of images posted less than 24 hours ago. When you click the menu icon, it drops down a menu that looks like this [login to view URL] . I will be able to edit what is on the menu in the cpanel. When you click the upload icon, this will pop up: [login to view URL] . The uploader will have all the functionality as the one on [login to view URL] . You can upload one or many images. When you select images to upload, it will look like this [login to view URL] . When 10 or more images are uploaded from one ip address in an hour, it will ask you to do a recaptcha. Once uploaded it will bring you to a page like this, [login to view URL] . When you upload more than image it will look like this [login to view URL] . When you upload an image to small to fit, it will look like this, [login to view URL] . When you click on an image, it will bring you to a page with a white background and the image in the corner. The info bar under the image will display the day it was posted, how many views it has and an advertisement which I will provide the code for. The share button on the side of the image, when clicked will share the page to voat, reddit, twitter, facebook and google plus. The cpanel will include the following options: -Change the ad code -Change how long an image will stay on the homepage -Change whats on the menu You will not need an account to post.
