Create a Wordpress Template

I currently have a Wordpress site I am working on that lists cruise packages available for registration. I need a few specific capabilities regarding the registration process and email management added that I am having trouble with. I do not need a full theme build. I already have a theme and a site partially in the works. I need someone to access my site and make the enhancements outlined below. We can use plugins or custom code, whichever works. What I need: 1.) When a user clicks "register" on one of my cruise packages, they are prompted to either register or login to an account. 2.) Once they have an account and are logged in, they need to fill out details related to the cruise they are registering for. A simple contact form. I would like it to pull in the cruise information from the cruise they selected. (I already have a start on this using Formidable Forms, but need help with pulling in the cruise info.) 3.) When they finish their information, they need to finalize registration. Before they can officially register, they need to be redirected to paypal to pay a fee. Once the fee is paid, we are sent their info. Currently, Formidable forms stores it in a table within Wordpress. We just need the ability to organize the data by cruise. (I have the Paypal feature working, but it still sends the registration even if someone hasn't paid. It needs to send after paypal.) Post registration 4.) After a successful registration and payment, we need to setup automatic emails that will contact the user based on a certain amount of days before their cruise. We would like for this to automatically default to immediately after registration (thank you email) and 30 days before the date of the cruise. 5.) The 30 days before their cruise email will contain a link to a page that lists all the registered users on their cruise. This page will need to allow each user to look through the list and select families on their cruise. It can be a simple list. We would like the list to also count how many times a particular list item has been selected. Like I mentioned, parts of the above are already in the works, so it may cut down on Dev time. I can walk you through what we have currently and explain more in detail once a developer is awarded.
