I need some sql php programming - open to bidding

I'd like to give you a try on a project in an open source project I'm using on my server. It does not have an admin section that will see everything. Once a domain is given to a user it is no longer visible in the admin section. I'd like a super user implemented into this and would like to get an idea or time involved in your programming abilities. I have many changes I'd like to see in this software but have not found a trust able company as of yet. we are skilled at what we do and feel we can work closer to a better outcome once we know how fast things can be accomplished. We do have a budget which controls us we are not programmers so we are looking for a long term relationship if you can teach us a little as we go as well. Please advise and we can go from there.
