Stolen Products registration and tracking

We are looking for a developer to create PHP Application which will enable people to register, report and search for lost item. If Can use CMS such as Joomla or WordPress will be better. The idea behind is, system will have; --> Member Registration (personal details, location and security question for password recover, also on profile, will show my registered items which are clickable) --> Registering Item details (user will need to pay for registering item, but its NOT your task to create payment plugin), items can be Phone, Car, Laptop etc, each item will have fields, so its better to have custom fields. --> Reporting personal Lost/ Stolen item (From registered list, will have to put some details eg where it was lost, location an other custom fields) --> Reporting lost/stolen and found item (Ananymous reporting)-Free of charge --> Quering /Checking item status (Member and non member), Not registered, Stolen, owned by xx --> Statistics --> Community Recommendation/feedback form --> Unsubscribe/Delete Registration
