Create NodeJS Javascript Plugin Framework - repost

I need a competent Programmer/Designer to Create a NodeJS Plugin Framework as per the details in the attachment. I am looking at strong NodeJS/JavaScript developers. If you know it well this shouldn't be a challenge. I am looking for someone who can not only write this but also advice on the architecture. I am looking at a detailed email describing how you would approach this, any changes you would make to the design and a well thought out concept. For the right person, this project will extend into a longer project.
