SQL Database and automatic query

I want to create a database that is accessible by password (granting different levels of access). Information will be entered into the database from a form that will populate fields in the database , sample fields would be date, route number, driver, vehicle number, miles driven, hours used, gallons of gas used, etc. there will be about 15 fields all together. As soon as the fields are filled in the database will tell the employee how they did against the standard hours projected for that route and standard miles standard fuel usage etc. Authorized employees can run reports to see how a division is doing overall in terms of hours used or miles driven or compare actual miles to standard miles and return a list of the biggest discrepancy as determined by the user. This database is meant to cover multiple DCs which are geographically separate so it will need to be web based .
