Fix CSS

I am currently developing a new site and have a CSS issue. Basically, I have a footer that should appear at the bottom of the page (if the content is less then the window) OR at the bottom of the content (if the content is more than the window). This should be the case for all browsers and all screen sizes equal or above 800px in height. For example: On this page, the footer should appear at the bottom of the window. [login to view URL] but on this page, the footer should appear at the bottom of the content. [login to view URL] At present, the footer seems to be sitting where it feels like. Once this is done, the body background and menu background also needs to stretch to fit with the same height etc.
