I have done similar websites before. What you are looking for is a site that has a CMS (content management background) with a professional, yet lax look and feel. The main thing for me is not the design, I can do that very quickly for you (within a week), however, the content will take more time. Overall, for the $650 you will get a site with a built in forum, articles (great for gossip or celebrity stories, health and fitness, etc), built in arcade (I know some owners of flash game sites, and I can convince them to place their games on your site), downloads (for music, stories, games, etc that they can download and discuss).
