Distance Learning Website

I require a website created based on distance learning. This is a brand new business so we will need to start right from the beginning. The business is distance based training. Users sign up through the website and choose a course (or courses), they are charged x amount and a manual and relevant study material is sent out to them via post. They are assigned a tutor and after each piece of work in the manual they then submit a sample back to the tutor so the tutor can check they have understood it properly. The website will require a database with various options: Three levels of users: Administrators (assign tutors to trainees, add trainees, add tutors, add other administrators etc) Tutors -Will be able to see the work the trainees have done and submitted, mark off the work the trainee has done as complete Trainees - Will be able to see the courses they are doing, how far they got within the manual (based on the work they have submitted and been approved by the tutor) submit work as they go through the manual. All of this will be done by a backend Admin style interface away from the website itself. This piece of work will have to evolve as we take the site forward as we may come up with new ideas of how it will work and the best way of presenting it. I will be looking at things like auto-emailing of tutors and trainees as either of them tick off work as complete or submitted etc. The website is a blank page so we will be starting from scratch. I will be looking to the succesful bidder to come up with a suitable design and look for the site, it must be 100% professional looking and be compatible with the usual industry standard browsers. The website will initially only have details on of five courses but more will be added so the easier this is to do the better. It will also have the usual pages about how the business works, about us, contact us etc. I am looking for a good degree of flexibility from the developer as no doubt I will come up with new ideas and requests as the site develops and gets created. I am happy to leave the decision of code to the developer so whether it's ASP/SQL or PHP/MySQL I don't mind. I also need hosting so costs must be supplied for that. Other features I will also need help or advice on: Search Engine Optimization and advice Ecommerce banking for online payment of courses(I run a UK Ltd company so it can set up via this) Text alerts for new payments Setting up an email list group A logo for the business Plus anything else I think of...!
