WordPress developer needed for blog development in the Urdu Language

I want a blogging website built in WordPress. (Language of the blog would be Urdu). I would want the website to be simple and elegant with a few basic functionalities and pages. I would expect the website to be mobile responsive and fast loading. The developer shall be responsible for installing all the necessary plugins and deliver a final website of high quality. I would like you to suggest a theme for the Urdu blog or else can we use some English language theme and later on translate the text to Urdu. Would that be the right choice? My concern is I would want to submit the sitemap in Google and index my website. If translating doesn't give rise to any complications and hence preventing my website from indexing in Google than I am totally Ok with it.
